Los estudiantes y la cooperación al desarrollo. ¿Cuál es la mejor estrategia para combatir la pobreza en el mundo?
— Entrevista a Paulina Widmer (HSG) por Luis Vélez Serrano (PuntoLatino) a propósito de la conferencia «Development Aid – what is really working?» (Uni SG 10.12.2015).
1) ¿Cuál fue el objetivo del evento «Development Aid – what is really working?» (10.12.15.) en la UNI SG?
El objetivo principal del evento fue sensibilizar a los estudiantes de la Universidad de San Gallen sobre el tema de la cooperación para el desarrollo y demostrar que hay varias maneras en las que uno como individuo o dentro de una organización puede contribuir a una causa noble. Además, como ya señala el título del evento, queríamos traer varias perspectivas sobre qué camino o estrategia es la más efectiva para combatir la pobreza en el mundo.
2) Además de estudiantes y profesores, ¿qué sectores estuvieron representados?
Tuvimos la suerte de tener representantes de organizaciones sin fines de lucro, inversión de impacto, negocios sociales, la agencia gubernamental para el desarrollo y cooperación en Suiza DEZA, y una profesora de economía de desarrollo para contar con una perspectiva académica durante la discusión. Entre los representantes estaba Ulrich Frei, director ejecutivo de FUNDES, una consultoría que ofrece sus servicios a mipymes en Latinoamérica.
3) ¿Qué temas y qué conclusiones del panel podrías señalar?
Gracias a la variedad de representantes que estuvieron presentes, la discusión que se llevó a cabo durante el panel fue muy animada. Una de las grandes controversias que surgieron durante el debate fueron las opiniones divergentes en cuanto a si los microcréditos son útiles o no. Por un lado, en el mundo académico se sostiene que los microcréditos no tienen efecto alguno o que hasta pueden llegar a tener consecuencias negativas, con estudios que lo confirman. Por otro lado, otros participantes del panel alegaron haber presenciado efectos positivos en las personas que recibieron este tipo de créditos.
Después de haber oído varios argumentos y opiniones, se podría decir que todos los representantes aportan de una u otra manera al desarrollo sostenible y ayudan a combatir la pobreza a su manera. En este contexto vale la pena recalcar que una de las conclusiones del panel es que no es necesario tener que dejar a un lado el retorno financiero para tener un impacto positivo en las vidas de las personas. Es perfectamente posible combinar retorno financiero con retorno social y ambiental.

Ulrich Frei: FUNDES Geschäftsmodells

Frei bezeichnet sich selbst als verantwortungsbewussten Kapitalisten. Der Grund liege im Vorteil des FUNDES Geschäftsmodells: Das Einkommen von Rezipienten wird locker verdoppelt und auch die Geschäftskunden profitieren, eine klassische Win-Win Situation. Potenzieller Nachteil dieses Systems: Die Reichen werden dadurch noch reicher. Dies sei jedoch durch die immensen Einkommensgewinne der Rezipienten rechtzufertigen und muss auch nicht per se ein Nachteil sein, denn beide Seiten können mit dem inkrementellen Einkommen sinnvolles erreichen.
Fundes unterscheidet zwischen funktionierenden Wirtschaftssystemen und Krisenregionen, wobei es für ihre Art von Arbeit ersteres braucht. Sobald eine nationale Wirtschaft in einem mehr oder weniger funktionierenden Zustand ist, glaubt Frei nicht mehr an Geschenke (klassische Entwicklungshilfe). Auch Wissensvermittlung alleine reiche nicht, «einem Mann das Fischen zu lehren» sei also nicht genug. Erst die Vermittlung von unternehmerischem Denken in Kombination mit einem garantierten Marktzugang führe zu einer langfristigen Entwicklung.

In a world where 1.2 billion people live with $1.25 or less a day and where inequality is more pronounced than ever, development aid becomes ever more crucial. But with various potential strategies and numerous actors involved, the question arises as to which path proves to be the most effective one.
In order to shed light on this on-going debate, we, Effective Altruism at HSG (EA@HSG) in collaboration with the Social Business Club, have organized a panel discussion.
Selected representatives from diverse areas such as impact investing, NGOs, development economics and social businesses will elaborate on why they think that their actions combat poverty in the most effective way. Also, we’re going to find out whether donations really hold true what positive changes they promise, and to which extent Swiss developmental aid is actually making a difference.

• Patrick Stadler – Chief Strategy Officer, New Incentives (relatively small NGO combatting HIV/AIDS in rural Nigeria)
• Prof. Dr. Christelle Dumas – Professor for development economics, University of Fribourg.
• Frédéric Berney – Chief Risk Officer, Blue Orchard (one of the leading microfinance suppliers in the world)
• Roger Denzer – Head of Staff of the Directorate, DEZA
• Ueli Frei – Executive Director, Fundes Internacional (consultancy for small and medium businesses in Latin America, reached out to over 300’000 MSMEs since 1984).
The discussion will be moderated by Heiko Specking – Founder and Partner, specking+partners.
